True, when I first saw DS9 the thing I remembered him from was playing an aid to the governor on the old sitcom Benson, the Soap spinoff, which coincidentally also starred Ethan Phillips (Neelix).

For some reason that I cannot really fathom now, I know I really liked Benson, he seemed like a smart ass and I can appreciate that. (especially after being in a band with Iago for 2+ years)
